2.0 Fair Play (12 on 12 off)

The fair play rule is intended to assist coaches in the development of all players regardless of their individual level of skill and to reduce if not eliminate two way playing.

2.1 Coaches must fill out and submit the Coaches Game Sheet prior to kickoff. This game sheet must include and stipulate:
a) Offensive players
b) Defensive players
c) Special teams players
d) Injured players
e) Absent players
f) Disciplined players

**2.2 Players can only be listed on one side of the ball. Only at half time can a coach move players from one side of the ball to the other side of the ball. These changes must be documented with the designated league official at half time.

2.3 Kick offs and kick returns are unrestricted. Both offensive and defensive players can participate freely.

2.4 Defensive player substitutions on Punts and Field Goal Attempts are allowed but are restricted to three positions. Punter / Kicker, holder, long snapper. Players must be identified on the Coaches Game Sheet prior to the start of the game.

2.6 If due to injuries, absentees or team disciplines game rosters are reduced to less than twenty-four, players are eligible to play two ways.
ie: 23 players = 1 player is eligible to play two-ways
22 players = 2 players are eligible to play two-ways.

**2.7 If injuries, missing players, disciplinary action etc. cause a team to have less than 24 players, players can play on the other side of the ball. However, a player can only play a maximum of 3 series in a row. (offense, defense, offense, sit out a series)

**2.8 Coaches should make an attempt to place an equal numbers of players on offense and defense. If a coach chooses to not have an equal number of players or more than 1 extra player on one side of the ball, and injuries cause the team to have less than 12 players on the lesser side, he will complete the half (or game) with less than 12 players on the field. Players can be moved at half time.

2.9 Violation of these rules is subject to review by the rules committee with possible disciplinary action.
